The UAE Ranked Safest Country in the World in 2025

The United Arab Emirates has once again solidified its global standing by being ranked the safest country in the world for 2025, according to the latest Safety Index by Country published by international data platform, Numbeo.

With a Safety Index score of 85.2, the UAE outperformed 147 nations across key metrics of crime, public safety, and quality of life for residents, travellers, and investors alike.

The UAE Leads the Global Safety Index in 2025

The UAE claimed the top spot in Numbeo’s 2025 Mid-Year Safety Index, surpassing countries such as Andorra, Qatar, Taiwan, and Macao. These rankings reflect a robust framework of law enforcement, governance, and civic cooperation that underpins life in the Emirates.

  • UAE Safety Index Score: 85.2
  • Lowest Crime Index Globally: 14.8
  • Ranked 148th in Crime Index (indicating lowest crime rate worldwide)

These figures are not only a testament to the country’s internal security infrastructure, but also to the high degree of social harmony maintained in a population composed of over 200 nationalities.

Five UAE Cities Among the Safest in the World

The UAE’s position as a global leader in safety is further reinforced at the city level, with five of its emirates ranked among the top six safest cities globally:

  • Abu Dhabi – Safety Index: 88.8
  • Ajman – 85.5
  • Dubai – 83.9
  • Ras Al Khaimah – 83.8
  • Sharjah – 83.7

These scores place UAE cities ahead of Doha, Taipei, and The Hague, marking an extraordinary achievement in urban safety management.

In terms of crime rates, these cities also lead with remarkably low figures:

  • Abu Dhabi – Crime Index: 11.2
  • Ajman – 14.5
  • Dubai – 16.1
  • Ras Al Khaimah – 16.2
  • Sharjah – 16.3

Why Is the UAE So Safe?

UAE’s safety record is no accident. It is a result of decades of consecutive investment in public facilities, urban planning, and effective governance. Its advanced surveillance networks and highly skilled law enforcement agencies are further bolstered by stringent laws that allow little scope for criminality. This achievement is also remarkable considering that it is a multi-national society with more than 200 nationalities. The UAE has successfully fostered a sense of community cohesion and mutual respect.

Efficient judicial processes ensure swift and fair handling of offences. Furthermore, thoughtful urban planning contributes to a secure environment across both residential and commercial zones. From well-patrolled neighbourhoods to 24/7 emergency response systems, safety in the UAE has become a standard of everyday life.

Regional & Global Comparisons

The wider Gulf region continues to shine in global safety rankings:

  • Oman ranks 6th globally (Safety Index: 81.4)
  • Qatar is 3rd (84.6)
  • Saudi Arabia is 14th (76.3)
  • Kuwait sits at 38th (67.3)
